Small Business Grant Programs (SA State Budget)

What is the stimulus/relief?

There are a second round of grants for businesses still affected by COVID-19. 

Announced in the SA State Budget, there are two small business grant programs:

  • Small Business Grant Program: COVID-19 Assistance (non-employing business), and
  • Small Business Grant Program: COVID-19 Assistance (employing business).

What is the aim of the initiative?

This measure is designed to support South Australian businesses through the coronavirus pandemic. Eligible businesses can access a once-off amount of $3,000 for (non-employing businesses) and $10,000 for (employing businesses).

Who is eligible?

Non-employing business:

  • Have an ABN (Australian Business Number) and were operating a business in SA on 30 September 2020.
  • Is operating from a commercial premise.*
  • Did not employ people in South Australia as at 30 September 2020.^^
  • Have an annual turnover of more than $75,000 (excluding GST) in either 2018-19 or 2019-20.
  • Are a participant in the Commonwealth Government's extended JobKeeper Payment scheme from 28 September 2020.
  • The enterprise does not engage in illegal activity.

*Residential premises and vacant land are not considered commercial premises for the purpose of this grant. Businesses operating from premises with a classified land use of Primary Production will only be eligible where the business type is consistent with the Primary Production land use (for example a book keeper operating from a farm would not be eligible).

^^ To be considered an employee, staff must be under the control of the business, receive regular PAYG salary or wages, and have PAYG Withholding amounts as well as superannuation paid by the employer. An owner, partner, or beneficiary of a trust is not considered to be an employee for the purpose of this grant.

Employing business:

  • Have an ABN and were operating a business in South Australia on 30 September 2020.
  • Employ people in South Australia as at 30 September 2020.*
  • Have an annual turnover of more than $75,000 (excluding GST) in either 2018-19 or 2019-20.
  • Have total Australian payroll of less than $1.5 million in either 2018-19 or 2019-20, and not be entitled to a payroll tax waiver or deferral under COVID-19 support measures introduced by the South Australian Government.
  • Are a participant in the Commonwealth Government's extended JobKeeper Payment scheme from 28 September 2020.
  • The enterprise does not engage in illegal activity.

*To be considered an employee, staff must be under the control of the business, receive regular PAYG salary or wages, and have PAYG Withholding amounts as well as superannuation paid by the employer. An owner, partner, or beneficiary of a trust is not considered to be an employee for the purpose of this grant.

If a business is registered for payroll tax (including as part of a group of companies) or has grouped annual Australian wages of $1.5 million or more the business is ineligible for this grant. Where the entity is not liable for payroll tax (such as a not-for-profit organisation), the payroll eligibility criteria of less than $1.5 million is to be based on total Australian group wages for the organisation.

How do I get it?

Eligible businesses and not-for-profits will need to apply for the grant.

Other considerations?

Recent legislation introduced by the Federal Government will classify this grant as tax-free income. GST is also not applicable to this payment.
